Objective of the mandate
Support Terre des hommes in defining a strategic position and programming options in the field of prevention of violent extremism.
Methodology
Review relevant literature on PVE, including: academic articles on programming in PVE, ‘grey material’ on best practices as well as guidelines on monitoring & evaluation of well-entrenched PVE programmes, especially those targeting youth, their families and communities.
Organize a 2-3 day workshop for Tdh and key actors to define a strategic position on prevention of violent extremism.
Conduct interviews with organisations who have experience in PVE programming : Starting with Tdh contacts, but also expandable based on consultant’s own network (see below)
Deliverables
The mandate should produce the following:
Strategic position of Tdh in the field of prevention of violent extremism, 2 pages.
Literature review on best practices and evidence-based programming in the field of prevention of violent extremism for children and their communities 25-30p (without annexes). The document should include elements of monitoring and evaluation providing guidance on how to measure output and impact of the activities. The document co-signed by Tdh and the consultant (Tdh graphic chart) will mark the new positioning of Tdh on the issue.
Tdh guidance note on prevention of violent extremism : 5-10p document proposing some key interventions for Tdh based on the organizations current programming in the field of child protection and the literature review. As well as a 1 page roadmap on how to implement the first steps of pilot projects in the field of PVE.
Timeframe
- Workshop and strategic position should be organized and finalized in July-August 2017
- Literature review should be conducted between May and August 2017
Tdh guidance note, should be drafted, commented and finalized by the end of September 2017 Consultant profile
At least 5 year experience in prevention of violent extremism, if possible in applied research, project implementation and/or strategic planning.Advanced degree in the field of social science, international development, law or criminology, or equivalent if possible with strong research/analysis component.
Excellent writing and communication skills
Ability to make complex scientific knowledge accessible to a wide public, and to summarize information from a wide variety of resources and material.
Capacity to organize multi-cultural workshops and availability to travel (1 mission 3-5 days).
Good command of English a must, French and Spanish an asset.
Good network of experts in the field of PVE.
