Swiss salaried contract 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €)net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Context:
Tdh-Lausanne is currently implementing a large-scale emergency program throughout the country in Ninewa, Salah ah-din and Kirkuk governorates with activities held in frontline and second line.The recent growth of Terre des hommes in Iraq led to the creation of this new position.More information in our webside : https://www.tdh.ch/fr/nos-interventions/irak
Main responsibilities:
The Deputy CR – support is a member of the Coordination management team and plays a key role in the overall leadership and management of Tdh support services. The day-to-day portfolio of the DCR - support will include direct supervision of the logistics, administrative/Finance, HR and compliance units as well as the provision of technical support to Deputy CR – program. In addition, he/she will work with the CR to ensure the provision of quality program support services in accordance with Tdh standards and donor guidelines, delivered in a timely manner and within budget limitations.
He/she ensures smooth functioning of each support units and provides improvements when appropriate.
Function details :
Providing direction and monitoring each support unit
- Ensure that each team’s head unit set priorities and objectives along with action plans and clear guidance
- Implement, document and ensure that Tdh procedures are applied at all times/levels and monitored in complete transparency
- Provide technical recommendations, advise HQ and request for the validation of internal procedures and processes
- Ensure and facilitate efficient and effective coordination between the different support units and the deputy country rep. program/operation to ensure a results-oriented approach
Risk management and compliance
- In collaboration with the support coordinators, ensure logistics, administrative, financial and HR are in compliance with donor regulations
- Ensure timely roll-out and implementation of Tdh procedures and policies at national level.
- Make recommendations and advise on Tdh policies and SOPs currently in place, and ensure existing policies and procedures are in compliance with global standards
- Ensure that Iraqis processes and policies are in compliance with Tdh global policies. On the other hand, in close collaboration with HQ support dept., with consideration of the specific context of Tdh in Iraq, draft new/revise policy and procedural documents as required; work closely with coordinators to ensure that proposed policies have been reviewed at field level and have incorporated feedback and recommendations
- Conduct a regular cycle of spot checks and internal audit/self-evaluation process to ensure compliance and propose action plans accordingly
- Ensure the best implementation of Tdh Risk Management Policies in Irak such anti-Fraud/Corruption Policy, Whistle Blowing Policy, cash policy amongst others
Supporting to program department
- Work closely with the Deputy CR – Program in an effective and timely manner
- Provide a financial strategic plan according to donors’ strategy and Tdh needs
- Ensure that FMT and CCP are monthly updated according to program team forecast
- Ensure that his/her team anticipates all budgeting and finance requirements (proposal writing, intermediate and final reports) in a timely manner
Staff Performance Management, Learning & Development
- Supervise and build the capacity of team members in relevant technical and management competencies
- Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
- Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage
- Hold meetings with each direct report on a regular and predictable basis, minimally on a monthly basis
- Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team
Ensuring the circulation of information and the representation of Tdh in his/her operation area
- Ensure information is efficiently communicated between the field and the coordination office.
- Participate in coordination meetings and is an active attendee of these meetings
- Coordinate the sectorial representation (with his/her teams) of Tdh among partners, donors and different authorities for the area which he/she is responsible for
- Represent the organization locally amongst donors, NGOs, International Organizations and local authorities and report representation action to the Country Representative in his/her periodical report, communicated ad-hoc when necessary
- May be called to travel within the region to meet Tdh partners
Other
- Agree to comply with Tdh Code of Conduct and promote Child Safeguarding Policy
- Report serious cases of abuse on children that she/he would be aware of in Tdh’s intervention locations. Strict confidentiality must be respected
Child Safeguarding Policy (CSP)
- Commit to respect Tdh Risk Management Policies including: Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy;
- Commit to ensure the best implementation possible of the Tdh Risk Management Policies.
- Commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies.
Profile :
Knowledge:
- Education: University degree in relevant field
- Language: Excellent oral and writing skills in English C2, French an asset
- At least 2 years of experience on a coordination position covering 2 fields of expertise among Admin/Finance, HR, logistics and compliance
- Advance IT knowledge (hardware and software, Microsoft Office, Internet)
- Previous experience with an NGO is mandatory
- Previous experience in emergency response is required
- Knowledge of the Iraq/Syrian context would be a distinct advantage
- Knowledge of Arabic is an asset
Experience
- Successful track record of developing funding strategies and securing high levels of funding from institutional donors (OFDA; BPRM; DFID; ECHO; UN; etc.) and/or proven knowledge of logistics implementation at national level
- Ability to work well and punctually under pressure
- A commitment to excellence; attention to detail
- Good diplomacy skills, flexibility and sense of humor

- Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context
