We are looking for our delegation in Iraq for a

Finance Manager

Position Start Date: 15th of November 2017

Duration: 12 months

Location: Erbil/Baghdad - Iraq

Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled

Contractual conditions:

Swiss salaried contract 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

Terre des hommes (Tdh) launched its activities in Iraq, in January 2015. Tdh has provided cash assistance to displaced and vulnerable host families. Tdh has followed humanitarian developments in through winterization kits and safe water drinking supply. Tdh strategy is to provide integrated humanitarian assistance for all IDPs located between Tikrit town up to Al-Hajaj, as well as all the newly liberated areas, such as Shirgat, Qayyarah and Tal Afar. Tdh is consolidating its assistance to Tooz district which is facing a lack of humanitarian presence and assistance.

Main responsibilities:

Under the supervision of the Finance and HR coordinator, the Finance Manager carries out the accounting and financial management of the delegation, in compliance with donor, Tdh procedures and local legislation. He/she is providing support and assistance to base finance and HR managers. He/she produces high quality and timely financial frame and analysis to other departments, participates to proposals and reports for the financial parts.

S/he is able to make independent decisions and actions in his/her field of activity.

Responsibility: Contributes to the efficient financial management

Aim: To ensure on-going sound financial management that complies with internal procedures and local context and legislation

Activities

· Ensure the spread, adherence and monitoring of Tdh’s procedures in the area of the financial management

· Ensure that each budget holder has received adequate training for managing their budget and codifying expenditure correctly

· Update Financial Management Tool on monthly basis under the supervision of Finance and HR Coordinator, disseminate it to bases

· Produce cost analysis and issue budgetary alerts when necessary

· Advise other department on their financial and budgetary follow-up

· Participate to the production of budget forecasts, the implementation and monitoring of the programme's budget and reporting

· Disseminate information about accounting procedures, ensure they are observed through regular base visits

· Prepare and shares analytical cost forecast to the base finance managers

· Ensure high quality accounting, with monthly accounting and analytical check, physical check of supporting documentation

· Ensure the high quality cash management between the capitale and bases, in accordance with security considerations and program needs

· Participate to donor’s financial reporting

· Support the yearly budget construction by analyzing the current costs

· Responsible to secure finance data by regular back up (capital and bases)

Responsibility: Guarantee compliance with the contextual administrative and legal framework

Aim: TdH presence is secure from a legal standpoint

Activities:

· Ensure compliance with legal requirements in term of taxation (VAT, income taxe, expatriate or customs fees)

· Contribute to the update of country profile when necessary

Responsibility: Contributes to the efficient management of the finance team

Aim: TdH finance team is trained on existing Tdh rules and procedures

Activities:

· Ensure the technical support in terms of accountancy and financial management to base finance teams (on distance and during the field visits)

· Contribute to the recruitment of national finance position

· Elaborate the overview of training needs and options (internal or external) in the area of finance

· Ensure the gap filing of the HR and Finance coordinator when needed

· Work in different cultural backgrounds and in difficult situations, deal with confrontation due to differences (intercultural)

Profile :

Education: Professional diploma or university degree in Accounting, Business Administration, Economics or Audit

Language: Fluent in English (written and spoken). Knowledge of Arabic is an asset

Experiences and aptitudes:

· Previous experience with an NGO is mandatory

· At least 1 years of experience in a similar position

· Advanced IT knowledge (hardware and software, Microsoft Office, Internet)

· Knowledge of SAGA

· Organized, proactive, autonomous, rigorous, analytical, sense of human relations, diplomacy, communication skills, willingness and motivation to work in an international and intercultural context

· Knowledge of Iraqi context would be a distinct advantage

· Raising awareness within the Foundation on violence against children.

· Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse.

· Reducing the risk of child abuse by selectively recruiting employees and others.

· Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children.
