We are looking for our delegation in Iraq for a
Human Resources Coordinator
Position Start Date: 1st of December 2017
Duration: 12 months
Location: Erbil/Baghdad - Iraq
Terre des Hommes does not set closing dates for this position; recruitment is on-going until the position is filled
Contractual conditions:
Swiss salaried contract 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Context:
Terre des hommes (Tdh) launched its activities in Iraq, in January 2015. Tdh has provided cash assistance to displaced and vulnerable host faimilies. Tdh has followed humanitarian developments in through winterization kits and safe water drinking supply. Tdh strategy is to provide integrated humanitarian assistance for all IDPs located between Tikrit tiwn up to Al-Hajaj, as well as all the newly liberated areas, such as Shirgat, Qayyarah and Tal Afar. Tdh is consolidating its assistance to Tooz district which is facing a lack of humanitarian presence and assistance.
Main responsibilities:
Analysis of the socio-economic context
Identify administrative partners relevant to HR
Track the changes in the cost of living and the work market
Study the national, social and cultural organization and the values and customs in Iraq and ensure compliance with existing legal and governmental reporting requirements. Ensure all legal obligations are fulfilled.
HR management of national staff
Ensure that HR procedures are implemented and respected across the mission
Ensure that recruitment and hiring procedures are respected: validate the mission’s recruitment needs, post profiles and contracts
Supervise the archiving, handling and security of personnel files at Erbil mission
Inform the managers about the methodology for performance reviews as well as their objectives and purpose, and ensure that they are implemented in a timely fashion
Ensure that disciplinary procedures are respected and confirm eventual sanctions when required
Confirm salaries of national staff before payment takes place
Ensure that statements and payments are made to the organizations concerned
In partnership with the Finance Coordinator and the Country Representative take part in defining salary and social policies for national staff and implement these policies. Evaluate risks linked to changes in compensation and social policies
Consolidate and update the mission organization chart
Update internal policies and procedures in accordance with the Kurdish/ Iraqi legal framework
Take part in abuse and risk prevention management
Ensure the administrative monitoring of disputes and represent Terre des hommes when dealing with administrative authorities and, if necessary, legal authorities
With the support of the law firm and external accountant, finalize and implement the Internal Staff Regulations.
HR management of expatriates
Take part in the welcome and administrative briefing for expatriate personnel
Ensure the administrative follow up of the expatriates in collaboration with headquarters
Ensure that the internal staff regulations and procedures are respected by all expatriates.
Strategic HR Leadership and Management
Devise and deliver a planned HR approach to attracting, developing, inspiring and retaining the right people with the right skills to achieve strategic, high-quality programmatic outcomes
Determine workforce needs, identify human resources and competency gaps, and devise a development and workforce plan to facilitate nationalizing roles and retaining staff
Review and approve job position requests, job descriptions and make recommendations, ensuring accuracy, consistency in the documents
Participate in budget preparation and provide strategic compensation analysis to drive nationalization strategy and ability to attract high-quality talent. Define and review salary structure; coordinate annual compensation review process and compensation adjustments with Finance Coordinator
In regards to respect of code of conduct, lead or co-lead investigations and ensure issues are resolved and appropriate follow-up is carried out
Advise supervisors in determining appropriate disciplinary action plans in a judicious manner. Follow-up disciplinary measures and related employment law matters.
Actively participate in proposal design and grants opening and review meetings (GRMs, GOMs) specifically advising on organizational structure, position scoping, demographic/staffing analysis and other inputs critical to ensure strong HR foundation to support program quality.
Staff Performance Management and Development
Serve as a reference of supervisory excellence; supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews
Provide constructive feedback and counsel on career paths and professional development for HR team and Tdh staff; establish a culture of continuous learning opportunities
Support the management, coaching and development of national and international staff to build a cadre of skilled, committed and motivated staff
Support senior staff to continue to pursue nationalization of senior and management positions.
Reporting/Communication
Ensure HR national administrative reporting to headquarters in accordance with the time frame specified by the administrative calendar
Establish and maintain relations at a national level with administrative authorities linked to HR. Constantly monitor legal developments, review local labor laws regularly, approve information collected by law firm and integrate this information in internal documents
Take part in meetings relating to HR issues, representing Tdh on HR issues
Take part in drawing up proposals and donor reports, focusing on the analysis and the HR cost of the projects
Draw up the HR annexes for the donor reports
Act as liaison between headquarters and the field for matters relating to Human Resources management.

Profile :
Knowledge of humanitarian / NGO sector
At least 2 years of significant experience on a similar position
Excellent writing, reporting and communication skills
Ability to work in an inter cultural environment
Flexibility
Responsive, motivated, good communicator
Ability to work under pressure
Knowledge of donor procedures (OFDA, ECHO)
Office Pack
English fluent/French not required, Arabic an advantage
