We are looking for our delegation in Bangladesh for a

Infrastructure retrofitting Project Manager

Position Start Date: Middle of April 2018

Duration: 3 months

Location: Cox's Bazar - Bangladesh

Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled

Contractual conditions:

Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

Following the massive displacement of more than 600 000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on health and nutrition, WASH and protection. To date, Tdh is running a team of 15 expats and over 150 national staff.

Main responsibilities:

The infrastructure retrofitting PM is in charge of leading the technical improvement of all Tdh key infrastructures (Child Friendly Spaces, Out Patient Therapeutic Programmes centers, Health post) in view of the upcoming rainy and cyclonic season.

Fonction details:

Working both with head of logistics and programme coordinators, the infrastructure retrofitting PM main tasks will be:

  • Carry out needs assessment for all Tdh constructions (bamboo/wood) that have been built in the camps and need to be retrofitted to anticipate and withstand future harsh climatic conditions (cyclones/rainy season)

  • Assess structural and non-structural cyclonic vulnerability of Tdh existing constructions and prepare details and documentation of the retrofit designs

  • Provide structural analysis, drawings and designs for the constructions that need to be built and/or retrofitted

  • Conduct a cost-analysis to ensure technically and economically viable retrofit solutions are achieved

  • Identify, select and advise local contractors who will be in charge of the retrofitting works

  • Lead construction progress meetings with all parties involved

  • Perform progress and final inspection of Tdh constructions retrofits to ensure a high quality and completion of work

  • Manage the local team

  • Oversee budget consumption for this component of the programme

Profile:

  • Civil Engineer or Construction Management Degree

  • Demonstrated professional experience in designing and supervising construction of disaster-resistant infrastructures

  • Relevant experience and important understanding of structural analysis of constructions (bamboo/wood) exposed to harsh climatic conditions (cyclones/rainy season)

  • Experience with preparing BoQs, technical design drawings (CAD), cost estimating, sizing calculations and material selection

  • Experience in ground improvement technics , and soil mechanics

  • Strong interpersonal skills and demonstrated experience overseeing implementation of construction projects by external contractors, including quality checking

  • Good organizational skills with a strong attention to detail

  • Ability to set/meet targets and work under difficult working conditions
