We are looking for our delegation in Iraq for a

Shelter Project Manager

Position Start Date: 15th of June 2018

Duration: 6 months

Location: Tikrit - Iraq

Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled

Contractual conditions:

Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

End of June 2016, Tdh launched an integrated emergency WaSH, Child Protection, CCCM and NFI response, following several waves of IDPs resulting from military operations to free Shirgat district, as well as the South Mossul Corridor. Tdh is currently operating in Tikrit, Baiji, Tooz and Shirqat districts. Tdh is also operating in Kirkuk governorate via Cash grant and Child protection assistance.

Main responsibilities:

The project manager is providing support for both hardware and software project components and ensure the project is implemented in line with the proposal and project plan.

The project manager guarantees and manages the daily decisions and actions to be taken within their intervention domain, in coordination with the Field Co.

Fonction details:

  • S/he is working under the direct supervision of the Field Coordinator;

  • S/he is responsible for supervising and training his/her field teams;

  • S/he ensures decisions and actions are taken in his/her area of intervention and deals with them independently on a daily basis;

  • S/he ensures that the outcomes of the project(s) s/he is in charge of are achieved;

  • S/he also acts as the link / the synergy between the project for which s/he is authorized and the other projects developed within the delegation;

  • S/he builds up the expertise in his/her field of intervention;

  • If a sector coordinator is in office in his/her intervention country, s/he works very closely and in consultation with the coordinator and his/her counterpart project manager in another zone;

  • S/he collaborates and coordinates with the Thematic PM and CCCM team to develop and validate the thematic strategy in line with the Tdh strategic commitments, and conduct advocacy and strategic capitalization actions;

  • Controls and follows up the works, constructions and distributions in progress;

  • Controls beneficiaries lists according to Tdh criteria with community leaders and cross check the lists if requested.

  • Effectively communicates the selection criteria to the beneficiaries;

  • Anticipates and organizes the payments to the skilled workers in accordance with Tdh administration requirements;

  • Ensures the respect of the bills of quantity and designs;

  • Controls timetable, compliance, good quality and comparison of planned work vs. effective work;

  • Manages and controls the shelters and toilets materials (Tools);

  • S/he collaborates with the other Tdh sectors.

More specifically, S/he:

  • Takes part in the definition of strategic orientations for the project, in coordination with the Field coordinator and the thematic referent;

  • Plans activities or projects he/she is in charge of and oversees its implementation; also manages and supervises the associated resources;

  • Ensures the coaching of any collaborator under his/her responsibility, from recruiting to the final collaboration reports. Uses the good practices so that their management respects the values of Tdh. Enforces the staff management policies within the delegation;

  • Ensures the correct financial management of the project or activity and the funds available for it. Guarantees a monthly tracking of budgets;

  • Fosters the correct communication and visibility of the project;

  • Knows and implements policies on security, child protection and fraud prevention;

  • Helps ensure the correct flow of operational information within the delegation and with the headquarters (especially for institutional reporting);

  • Within its field of activity, strengthens and develops synergies with government institutions, the rest of NGOs and local organizations;

  • Ensures the correct communication and visibility of the project/s under their responsibility;

  • Additional technical responsibilities may apply related to construction supervision.

Profile:

This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC)

  • Strong background on community development;

  • At least 3 year’ technical experience with Shelter Project;

  • Previous experience with an NGO needed;

  • Previous experience in emergency response is needed;

  • Qualifications in a discipline related to Shelter / Logistics;

  • Good capacity in communication mobilization and knowledge of participatory approaches;

  • A proven record of effective project and people management.

As well as the following specific « professional » competencies:

  • Required qualities: organized, sense of human relations, diplomacy, communication skills, capacity to work under pressure and on tight deadlines and in an insecure environment;

  • Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context, able to provide constructive critique and evaluation;

  • Languages: Fluent in English (written and spoken), Arabic is an asset;

  • Knowledge of Iraki context would be a distinct advantage;

  • Knowledge on Mobile Data collection tools (ODK).

Child Safeguarding Policy:

  • Raising awareness within the Foundation on violence against children.

  • Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse.

  • Reducing the risk of child abuse by selectively recruiting employees and others.

  • Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children.
