Deputy Manager- Asia Area

Context:
Under the supervision of Asia Area Manager, the Deputy Manager is responsible for a series of tasks connected to the Area and Operations with a variable and progressive degree of autonomy.
They provide technical, administrative and analytical support to the team. They actively participate in the design and implementation of the strategic programs and interventions.They ensure the operational follow up of Tdh program/projects within the countries of intervention (respectively : Nepal, India, Myanmar, Bangladesh) up to the perimeter of their responsibilities. To properly follow up regional, delegation and program activities, they are expected to travel to the intervention areas.
Main responsibilities:
Guarantee compliance with the project cycle management framework (scheduling the monitoring and evaluation) in collaboration with the teams in the field.
Support the development of new projects in the region.
Guarantee the monitoring framework of the contracts related to their countries (authorities, national partners, financial backers, external consultants); directly for those managed from the headquarters, and as a support for those managed from the field.
Be the first point of contact at headquarters for the countries of intervention with regards to certain topics (HR, communication, information management RDF, finance, IT, standard, delegations).
Manage the administrative and logistical processes related to the activities in the area (apart from delegations).
Function details:
Strategy and institutional policy
Together with the Asia Regional Manager, elaborate, implement and review the Asia Regional strategy
Ensure implementation and compliance to the Terre des hommes Foundation Strategic Plan, Terre des hommes Regional Strategic Plan and Terre des hommes thematic policies in the field
Together with the Asia zone, collaborate on the establishment and development of the Asia Zone, as a part of the broader organizational change
Project cycle management
Supervise and follow up all activities related to the implementation of Terre des hommes’ projects in the field according to the proposal guidelines, indicators, budget and work plans
In consultation with Terre des hommes Asia Zone and Country Delegations, develop new projects in-line with the Terre des hommes strategic plan and thematic policies
Contribute to the development of annual and/or project work plans
With the technical support of the thematic specialists and in coordination with the Asia Regional Manager, monitor the quality of the work carried out and suggest means of improvement
Assess the efficacy and effectiveness of the work carried out and identify ways for further improve-ment
Reporting
Review/Revise Country monthly activity reports and provide Tdh with annual reports in line with Tdh guidelines
Review/Revise and provide the Zone and/or the donors with quality intermediate and final project re-ports as per donor contract
Keep track and ensure timely submission of report to donors for the whole zone
Communication
Ensure visibility of Asia Zone intervention at Global, Regional and Delegation level through a close coordination with HQ Communication Department and delegations
Cooperate with Asia Assistant, trainees to ensure proper communication, planning and updates
Finance
Actively participate to Tdh quarterly budget review and annual budgeting.
Works with the Finance Controller and Asia Manager on budgeting, accounting and auditing as re-quired.
Human resources management
Ensure Country Delegates’ leave/absence authorization and follow up
Review/Provide inputs on delegation personnel policy and ensure timely updates from delegations
Take an active role in creating a calm and relaxed working environment
Representation and networking
In coordination with the Asia Manager, represent the organization at national and international level, particularly to the government, donors, official agencies, other non-governmental agencies etc.
Ensure that all formalities required by government and other official agencies are properly prepared and punctually presented by the countries or person in charge within Asia zone
Fundraising
Develop and maintain sound relations with potential donors (institutional, local, etc)
Liaise internally and externally to identify new funding sources, both institutional and private ones
Support the development of new project proposals with Countries, Programs and key departments in close coordination with Asia Zone
Together with Asia Manager support the development of Regional and Countries’ fundraising strategies
Profile:
Education: Master or University degree in relevant field
Language: Excellent oral and writing skills in English and French, C2
Experiences and aptitudes:
3 – 5 year experience of project management within development and humanitarian sectors - Field experience is preferable
Master in common IT tools and applications
Shows flexibility, availability and adaptability
Adopt a collaborative culture within and outside his/her domain and department
Master and respect rules and procedures connected to his/her domain of activities
Knows and applies the basics of GP/GCP
