General Responsibilities and Principles
With the support and under the supervision of Community Mobilizer Supervisor, the Community Mobilizer is in charge of the community mobilization activities in order to reach out of school children and enable them to successfully transition to certified educational pathways. This will be accomplished via awareness raising, establishment of community based committees, identification and referral of out of school children, community coordination, implementation of community events, promoting the voluntary work within the communities etc. in coordination with existing formal and informal structures (including CBOs) in four Governorates.
The incumbent commits to observe discretion on any information related to the organization functioning.
The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes (Tdh) and Tdh Safeguarding Policy.
The incumbent commits to ensure high level of children participation and will always work in the best interest of the child.
Tdh intervenes without any affiliation for politics, religion or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.
Tdh expects that its staff and contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Tdh and defends in all circumstances the interests of the movement.
Specific Responsibilities
Line Management
- Report to the Community Mobilizer Supervisor.
- Support community committee’s members (CBCPC and YC)
- Supervise the CBOs volunteers
Awareness raising ,community committeesand volunteers
- Contribute to the establishment of the community based committees (youth/child clubs, child protection committees, women’s groups, student council groups etc.) and ensures that they are linked with the CBO and community in general.
- Ensure the diversity and inclusion of Syrian, Jordanian, male and female in becoming members of the community committees.
- Develop an interactive and inclusive selection criteria for the community committee’s members.
- Ensure that the community committee’s roles and responsibilities are understood by the members and the community structures.
- Support the community committees to design and disseminate regularly child protection messages on child rights with communities (using existing structures such as Child Friendly Spaces, Youth Clubs, Women’s committees, etc.).
- Support the community committees to mobilize all possible resources from local community and to undertake an advocacy role (within the community and with the different stakeholders) to ensure that cases out of school children needs are addressed.
- Support the community committees to prepare, organize and conduct community events on child protection in particular the importance of education.
- Train and/or help the community committees identify capacity building needs and gaps and coordinate with relevant agencies and organizations in filling these gaps and building the capacity of all its members.
- Ensure that the community committee are participating in identification and registration of the out of school children
- Conduct child protection related awareness raising sessions with the community members and ensure regular attendance of the beneficiaries.
- Supervise the committees’ meetings, community initiatives and events
- Facilitate the sharing and exchange of information with Tdh CP Case Managers on all child protection concern or rights violations, including identifying and referring individual cases as per internal reporting mechanisms.
- Contribute to the identification of cases that can be responded through community mechanisms and participates to the follow up with partners/authorities on the management of these cases.
- Supervise the CBOs volunteers, planning, activity delivery, reporting, coaching, etc
- Conduct regular volunteers’ meeting, for progress, challenges, etc.
Capacity building
- Participate in capacity building needs assessment, for schools, partners, etc
- Prepare (training materials, training tools, organization of training, follow up, etc.) and conduct training/ coaching according to the training needs identified.
Assessment
- Assess the child protection and educational needs of out of school children (through meetings, FGD, assessment and survey) and addressed within the host community and child protection thematic areas relevant to the location are assessed (e.g. domestic violence, etc.), and develop appropriate messages and awareness materials.
- Identify and register location and resources (names, number of staff and contacts) of all services providers available (including CP) within the community or in its proximity.
- Coordinate with other actors operating in the same governorates in order to ensure the smooth implementation of the project activities.
Monitoring & Reporting
- Ensure child rights violations are monitored, recorded and reported as per reporting mechanism.
- Liaise with the Monitoring and Evaluation Officer by providing all the necessary information and data regarding activities.
- Submit monthly plan including all required data.
- Submit monthly activities report.
- Handle the day to day reporting on needed data (Database, pre and post, FGD, training, etc.).
- Ensure sharing accurate and updated information with community mobilization supervisor
Logistics**
- Handle logistics requests for activities: preparation of, purchase request, repartition of materials in the area of intervention, delivery on time to conduct activities, etc.
- Ensure logistics arrangements: movement plan, purchase request follow up, stock inventory, etc.
- Plan weekly movements and share them with Logistics & Security Department.
- Assure the compliance of team with the logistics procedures.
Finance
- Forecast expenses linked to the activities in collaboration with the direct supervisor.
- Supervise and Follow-up the monthly payments in collaboration with Finance-Admin Officer.
HR
- Recruit the members of the supervised team in collaboration with the North Finance, Admin Officer and project manager
- Handle the HR management of the supervised team (attendance, leaves, appraisal, etc.) in collaboration with the North Finance, Admin Officer.
- Participate in staff capacity building plan: identification of needs, organization of training, etc.
Coordination, Meeting & Representation
- Supervise the committee’s meeting with clear preparation of the meeting agenda, and minuets of meeting.
- Supervise the CBOs volunteers meeting, support developing work-plans, etc.
- Participate in general monthly coordination meeting.
- Attend other meetings upon request.
Communication and Visibility
- Write articles, media materials and bulletins that promote the project activities and events based on communication and visibility standards of Tdh Foundation and donors;
- Contribute in the development of publications and other promotional materials in the framework of the project;
- Draft reports and informative documents that feed Tdh website, social media networks of Tdh Jordan, donors and partners
- Participate in public events, workshops and training when delegated by the supervisor
Confidentiality
- Make sure to respect strict confidentiality of information about activities, Tdh strategy, budget, staff, beneficiaries, etc.
Security
- Comply with Tdh Security Regulations.
- Inform and share any incident or information related to the security of staff and beneficiaries to the line- Manager.
Safeguarding Policy
- Commit to respect the Tdh Safeguarding Policy and principles of child protection;
- Commit to ensure the best implementation possible of the Safeguarding Policy in Jordan;
- Commit to inform Child Safeguarding Focal Point and to deal with any cases, allegations, or possibility of transgression, even potential, of the Safeguarding Policy.
Other
Undertake all other duties that may be requested by the line-manager and that are compatible with the job.
