General Responsibilities and Principles

With the support and under the supervision of the Project Mamager (PM), the Learning Support Services Officer is responsible of the learning support services/education program within the area of intervention of Tdh Jordan to assist children faced with learning barriers to achieve their educational and developmental potential.

In this regard, should closely coordinate with other program departments and external stakeholders to make the link with MoE, schools, etc. and guaranty a good identification, education and rehabilitation of out-of-school children.

The incumbent commits to observe discretion on any information related to the organization functioning.

The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes (Tdh) and Tdh Safeguarding Policy.

The incumbent commits to ensure high level of children participation and will always work in the best interest of the child.

Tdh intervenes without any affiliation for politics, religion or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

Tdh expects that its staff and contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Tdh and defends in all circumstances the interests of the movement.

Specific Responsibilities

Line management : Report to the Project Manager.

Education activities

  • Ensure the compliance of Tdh educational activities with Standards such as the Inter-Agency Network for Education in Emergencies Minimum Standards Handbook (INEE) and the education program in Jordan.
  • Participate in the assessment of the areas of intervention and the identification of needs.
  • Participate to define Tdh education strategy and develop a work plan of educational activities accordingly in Jordan and project proposal.
  • Develop selection criteria of children for the educational activities and update them if needed.
  • Keep on being updated on UNICEF Education (IFE) manual.
  • Develop curricula based on UNICEF curricula and develop curricula for remedial classes.
  • Refer and follow up on children with difficulties (during the education program) to the protection team when needed.
  • Liaise with parents, Tdh protection team and relevant stakeholders to promote and facilitate school enrollment.
  • Conduct visits and spot checks in each center to evaluate team members, volunteers and educational activities.
  • Identify the needed books and material adapted to children’s age and level of education.
  • Integrate children without discrimination between girls and boys, and with a specific attention paid to girls and boys with mild to moderate disabilities.
  • Supervise the evaluation and improvement of the psychosocial state of each child through activities and specific measurement.

Learning Support Services

  • Work in collaboration with services Providers within the community to identify and intervene early with children and young people who have additional needs or are at risk of disengagement.
  • Respond to emerging student wellbeing needs and contribute to identify school and network priorities.
  • Facilitate and strengthen partnerships between Learning Support Services Officer in schools and early childhood services, community organizations and community services, and health, family, child, mental health and youth services in order to provide greater options and coordinated service provision for children, young people and their families.
  • Ensure detailed support plans and reviews for students are based on the outcome of assessment, liaison, reports and initial support interview; and that these are disseminated to support staff and program teams.
  • Provide support and direction to support staff, providing advice and guidance as required.

Capacity building

  • Participate in capacity building needs assessment.
  • Prepare (training materials, specific education training tools, organization of training, follow up, etc.) and conduct training/ coaching according to the training needs identified.

Assessment

  • Assess the educational needs of beneficiaries taking into consideration their age, gender and level of education.
  • Prepare and organize field assessments (needs assessments, data collection, questionnaires and forms, data entry's assessments, base line and end line or other quantitative assessment as needed etc.) and participate in the report writing.

Monitoring & Reporting

  • Develop a monitoring plan, appropriate tools, databases and data collection in collaboration with the Monitoring and Evaluation Officer and Project Manager.
  • Implement and follow-up the good implementation and use of the tools within each centre and locations of activities.
  • Ensure correct data collection and data entry (children registration, attendance, etc.).
  • Monitor the progresses against the indicators of the project proposal and under the supervision of PM.
  • Evaluate and keep on tracking the performance of the animators and volunteers of the education program.
  • Support volunteers and animators to assess the progresses of each child.
  • Participate in the data analysis and suggest consequently appropriate actions.
  • Gather information and analyse CP concerns in the area of intervention in light of the educational activities.
  • Prepare monthly report on activities progress, targets, objectives, difficulties met and any relevant information to the PM.
  • Contribute actively in the draft of reports to Tdh HQ and donors in the domain of education.

Logistics

  • Handle logistics requests for activities: preparation and validation of PR, purchase request, repartition of materials in the area of intervention, delivery on time to conduct activities, etc.
  • Ensure logistics arrangements: movement plan, purchase request follow up, stock inventory, etc.
  • Plan and organise the distribution of education kits and materials for children.
  • Assure the compliance of team with the logistics procedures.
  • Plan weekly movements and share them with Logistics & Security Department.

Finance

  • Forecast expenses– BFU linked to the activities in collaboration with the direct supervisor.
  • Supervise and Follow-up the monthly payments in collaboration with Finance-Admin & Log Officer.

HR

  • Handle the HR management of the supervised team (attendance, leaves, appraisal, etc.) in collaboration with the Finance, Admin & Logistics Officer.

Coordination, Meeting & Representation

  • Represent Tdh during external meetings in the area of intervention and during the Relevant Working Group in Jordan.
  • Ensure a high level of coordination with the other departments of Tdh for the benefit of the child.
  • Coordinate with the PSS + LS team, including the outreach team, to achieve the objectives of the educational program,
  • Coordinate with the Tdh protection team for referrals and follow up on cases.
  • Meet DOE and other educational parents on regular basis.

Confidentiality

  • Make sure to respect strict confidentiality of information about activities, Tdh strategy, budget, staff, beneficiaries, etc.

Security

  • Comply with Tdh Security Regulations.
  • Inform and share any incident or information related to the security of staff and beneficiaries to the line- Manager.

Safeguarding Policy

  • Commit to respect the Tdh Safeguarding Policy and principles of child protection;
  • Commit to ensure the best implementation possible of the Safeguarding Policy in Jordan;
  • Commit to inform Child Safeguarding Focal Point and to deal with any cases, allegations, or possibility of transgression, even potential, of the Safeguarding Policy.

Other

  • Undertake all other duties that may be requested by the line-manager and that are compatible with the job.

Requirements

Management Skills

  • Fluency in Arabic is required in addition to advanced English.
  • Strong organizational skills .
  • Excellent interpersonal and team skills, as well as a positive attitude, eagerness to find creative solutions, patience and flexibility.
  • Ability to work under pressure.
  • Demonstrated ability to manage efficiently multiple priorities, deadlines and tasks.
  • Strong communication and reporting and analysis skills.
  • Willingness to work in North, and travel to other locations needed. • Understanding of beneficiary centered approaches, community based approach, child right approach and principles of confidentiality.
  • High social intelligence skills and ability to work with different social cultures.

Technical skills:

  • 2-6 year’s relevant experience working in educational programming or a similar context with an INGO/NGO.
  • Professional knowledge in educational curriculum development approaches, and practical experience in developing curriculums.

Education and knowledge:

  • University Degree in Education, Social Sciences or other related field, and/or good knowledge of Psychosocial and Protection domain.
  • Demonstrable experience and preferably certification in educational coaching and facilitation techniques.
  • Demonstrable experience and preferably certification in educational coaching and facilitation techniques.
