About Terre des hommes:
Terre des hommes Foundation (Tdh) is the leading Swiss NGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh focuses its action on the two following areas of intervention: health and protection of particularly vulnerable children. Modern management and communication tools ensure the quality of Tdh’s projects. The Foundation constantly aims to improve its services.
Context:
In 2015, 850 000 refugees and migrants arrived by sea to the Greek islands and up to November 2016 an additional 171 785 refugees entered Greece. The vast majority come from the world’s top ten refugee-producing countries, primarily from Syria 47%, Afghanistan 24% and Iraq 15%. The percentage of women and children arriving increased, with 58% in 2016 compared to 47% in 2015[1]. Following the closure of borders throughout the Balkans (8 March 2016) and the implementation of the EU-Turkey Agreement (20 March), refugees and migrants arriving in Greece could not continue on their journey towards Western Europe and more than 47 000 refugees are currently stranded in Greece.
In response to this crisis, Tdh in Epirus region (Ioannina) through an ECHO funded project seeks to deliver integrated services and support to children in Epirus region through provision of non-formal education for refugee children, youth and adults and targeted child protection services to the most vulnerable children and caregivers, including Child Friendly Spaces and Mother & Baby areas, legal counseling and provision of psychosocial activities for children, youth, parents-caregivers and targeted camps communities and urban safe shelter.
In Central Macedonia region (Thessaloniki), Tdh provides Child protection integrated Case Management, Psychosocial support and safe shelter services focused on youth, children and families on the move in camp communities and urban setting.
One of the key priorities for Tdh is to help children, youth, their caregivers and other adults living in the sites to address their psychosocial needs and support caregivers in fulfilling their roles of caring, protecting, educating and guiding their children while strengthening the protection response mechanism, in particular through providing child protection case management services.
Major duties and responsibilities
The main purpose of the position is to evaluate the Education in Emergencies (EiE) intervention of Terre des hommes in Greece and its implementing partners, as well as to support in the development of a non formal and informal education strategy for children and youth on the move in northern Greece (Epirus Region - Ioannina and Central Macedonia – Thessaloniki).
The position is notably requires strong skills in:
· EiE (formal, non-formal and informal education activities)
· Education and child protection integrated interventions
· Children and youth on the move
· Project cycle management
· Capacity building on EiE
Working in a constantly evolving context, Tdh aims to conduct, through this consultancy, a mid-term evaluation of the current non-formal education intervention in Ioannina, and to conduct a needs assessment in Ioannina and Thessaloniki, to properly design and develop larger quality informal education services for the next phase of the intervention. The consultancy will include the provision of capacity building, training sessions and coaching for child and youth protection and education teams on Education in Emergencies techniques and services, so as to effectively address evolving children, youth on the move needs.
Specific function details:
Under the supervision of the Program Coordinator and Project Managers based in Thessaloniki and Ioannina, the Education Specialist will be in charge of:
1)Conduct a mid-term evaluation of Tdh, LWB and UoI Non formal education activities and services through:
· Interviews with key Tdh education staff
· Interviews with implementing partners (Libraries Without Borders and University of Ioannina)
· Visit to current non-formal education activities
· Key interviews and focus group discussions with children, youth and adults participating in non formal education services and activities
2)Conduct a needs assessment on children and youth on the move informal education interests and opportunities
She/he will design and implement a short-term assessment to capture quantitative and qualitative data to identify needs and appropriate interventions through:
· Interviews with key education stakeholders
· Individual interviews and focus group discussions with children, youth and adults/families on education opportunities, needs and interests.
· Interviews with key Tdh and implementing partners staff to capture programmatic suggestions and capacity building needs
3)Provide advice, guidance and training to Tdh staff and implementing partners’ staff in the field:
Education in Emergencies focused on:
· Youth informal education scope and opportunities
· Children and families non-formal education services
· School aged children integration in formal education techniques
4)Support Tdh in the design of an education in emergencies next phase intervention in Ioannina and Thessaloniki focused on children and youth on the move
· EiE (formal, non-formal and informal) services and activities to be implemented
· Workplan and budget related to the intervention
· Support in materials design
Expected deliverables:Mid-term evaluation (Ioannina)

Define evaluation methodology with staff

Submission of first draft of the evaluation report and recommendations (Ioannina)
Key interviews for informal education next phase (Ioannina)

Production of:
mid-term evaluation report including recommendations
needs assessment report with recommendations on activities
suggested EiE materials to be used by teams
Child Protection Policy:
· The consultant shall commit to respect Tdh’s Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy.
· The consultant shall commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies.
Profile :
Professional competencies
· Professional diploma or University degree in Education, social work or other relevant field;
· Significant experience in assessing, designing and implementing Education in emergencies programming, with a particular focus on children and youth on the move.
· Very good knowledge of key child protection issues and best practices;
· Particular knowledge and experience in working with youth in emergencies, including informal education programming (life skills, vocational training)
· Significant experience in delivering EiE trainings and workshops for national and international staff;
· Significant experience in Project cycle Management;
· Previous experience with a child protection organisation is compulsory, preferably in an international organisation;
· Previous experience in emergency response and in working with Asylum seekers and refugees, particularly in Eastern Europe context is appreciated;
· Good knowledge of European migration policies and laws (in particular for Greece and Balkans region) is appreciated.
