We are looking for our delegation in Afghanistan for a

Child Protection Project Manager

Location and working conditions: Kabul – Afghanistan
Start date of post: 15th of June 2017 – 12 months
Deadline: Terre des hommes does not set closing dates for this position; recruitment is ongoing until the position is filled.

Conditions :

Swiss salaried contract 3'600 CHF (~3'250€) < > 4'900 Chf (~4'400€) net salary/month according to experience x 13, Annual Leave: 25 days per year + R&R system including 5 days every 10 weeks + participation to the cost of travel up to a maximum of 1000 USD. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.

Context:

Afghanistan has been subject to a protracted and complex crisis for over 35 years with a huge humanitarian distress as direct consequence. The number of people in need of humanitarian assistance in 2017 is estimated at 9.3 million by OCHA i.e. 32% of the total population of the country. Children account for 57% of the population in need and represent the most vulnerable group of the country. In addition, as reported by UNHCR, in 2016, 370’102 individual returned from Pakistan, and 146’645 of them settled up in Laghman (7%), Kunar(2%) and in Nangarhar (32%). According to IOM, in 2016, 249’832 undocumented returnees from Pakistan came back to Afghanistan.

Since 1996, Tdh core expertise in Afghanistan includes Psychosocial Support (PSS), vocational training, informal education, juvenile justice, livelihoods, labour based road construction and strong involvement in outreach community based interventions in CPiE (Child Protection in Emergency), non formal MRE (Mine Risk Education), and Mother and Child Health (MCH).

The Community-based Child Protection and Mother and Child Health for vulnerable populations in

Nangarhar project (phase 3) builds on Tdh’s long-term presence in the region and its strong acceptance from the communities. Since December 2015, Tdh has been implementing a project called Ishtema (meaning “community” in Dari and Pashto languages) through CHF funding in 6 districts in Nangarhar. The second phase of the project, started in October 2016, has allowed Tdh to scale up its activities in 11 districts in Nangarhar and Kunar provinces. Tdh is now seeking to expand its activities in a third phase of the project.

The project intends to strengthen the resilience of the most vulnerable returnees, IDPs and conflict affected populations in isolated areas of Nangarhar by reducing vulnerabilities through access to information on Child Protection and MCH and by addressing specific needs through community delivered life-saving psycho-social services, direct provision of MCH care, case management support and by strengthening community based mechanisms (protection).

The Project Manager provides multi-base, multi-sponsor and multi-partner supervision and follow-up for the Isthema project, and reports to the Country Representative. Responsible for the implementation of the strategy and the development and managerial coordination of the project teams, s/he has a major responsibility for the project steering and outcomes. S/he supports and validates the quality of the work done by the teams as regards the Tdh mandate and commitments and international standards. S/he coordinates and develops national measures for dialogue and partnership with state, national and international partners. S/he facilitates and coordinates an intersectoral and/or integrated approach with the other sectors' program.

Main responsibilities:

Community-based Child Protection and Mother and Child Health for vulnerable populations in Nangarhar project (phase 3)

Function details :

  1. Takes part in the definition of strategic orientations for Afghanistan, in coordination with the country representative, coordinators and the thematic referent.
  2. Plans activities or projects he/she is in charge of and oversees its implementation; the coordinator also manages and supervises the associated resources.
  3. Ensures the coaching of any collaborator under their responsibility, from recruiting to the final collaboration reports. Uses the good practices so that their management respects the values of Tdh. Puts the staff management policies in place within the delegation.
  4. Ensures the correct financial management of the project or activity and the funds available for it. Guarantees a monthly tracking of budgets.
  5. Fosters the correct communication and visibility of the project.
  6. Knows and implements policies on risk management (CSP, Security, Anti-Fraud) Responsible of the adequation of CP, PSS and MCH activities implemented with Tdh’s guidelines, policies and international standards
  7. Helps ensure the correct flow of operational information within the delegation and with the headquarters (especially for institutional reporting).
  8. Within its field of activity, strengthens and develops synergies with government institutions, the rest of NGOs and local organizations.
  9. Ensures the correct communication and visibility of the project/s under their responsibility.
  10. Supervise and define the training and development strategy and follow up on the implementation

Child Safeguarding Policy:

  • To commit to respect Tdh Risk Management Policies including: Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
  • To commit to ensure the best implementation possible of the Tdh Risk Management Policies in Afghanistan
  • To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies

Profile :

Specific Technical competencies

  • Knowledges in CP, especially in CPMS
  • Experience in PSS and case management
  • Capacity in maintaining a database, developing templates, and collecting relevant data and information
  • Management of Mother Child Health and Mine Risk Education activities (wiith support of technical expert)
  • Organisation skills required

Mandatory requirements

  • University degree in Political, social, criminal sciences or Law
  • At least 5 years of experience at management level (at least 2 years of CP program management)
  • Excellent English skills mandatory
  • Experience in Emergency contexts
  • Proven coordination experience
  • Experience in evaluation of humanitarian needs and defining response
  • Experience in contributing to the development of strategy
  • Experience in Child Protection Projects

Preferred requirements

  • Knowledge of the Afghanistan/Pakistan context
  • Sense of humor, solution orientation and flexibility
