We are looking for our delegation in Iraqi Kurdistan for a
Logistic Manager
Location and working conditions: Erbil - Iraqi Kurdistan
Start date of post: As soon as possible
Duration : 6 months
Conditions :
Swiss salaried contract 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Context:
Terre des hommes (Tdh) launched its activities in Kirkuk, Iraq, in January 2015. Tdh has provided cash assistance to displaced and vulnerable host families. Tdh has followed humanitarian developments in through winterization kits and safe water drinking supply. Tdh strategy is to provide integrated humanitarian assistance for all IDPs located between Tikrit town up to Al-Hajaj, as well as all the newly liberated areas, such as Shirgat, Qayyarah and Tal Afar. Tdh is consolidating its assistance to Tooz district which is facing a lack of humanitarian presence and assistance.
Starting from June 2016, Tdh has worked mainly with USAID/OFDA and ECHO agency to provide the integrated emergency assistance to IDPs and vulnerable conflict-affected persons in Iraq.

Main responsibilities:
The Logistics Manager reports to the Logistics Coordinator, and is in charge of all of the logistics for the Capital, the residences and the projects:
- Supply Chain management
- Management of the premises/fleet of vehicle/IT equipment
- Supervision of the team in the capital
- Logistics reportsEnsure the respect of logistics procedures and processes at capital level. Initiate discussions on improvements to be made in his/her field. Participate in the development of new tools in his/her field of activity.
The incumbent will conduct his or her duties in accordance with the Charter of Terre des hommes and the Tdh Child Safeguarding Policy.
Terre des hommes expects its personnel to behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and upholds in all circumstances the interests of the organization.
Tdh intervenes without any affiliation to politics, religion or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.
Fonction details :
1. Manage the logistics in the capital:
Manage supply chain :
- Manage the supply chain in Erbil for the capital and the bases;
- Receive the supplies request and keep their follow-up up to date;
- Keep the different requesters, departments informed of the treatment given to their request;
- Check the supplies (quality, price, technical specifications, delivery, procedure);
- Check delivery to the departments, bases and programmes;
- Ensure that all documents regarding the supply chain are filed according to Pack Log procedure;
- Archive all the procurement files according to TDH procedures;
- Develop framework contract, catalogue;
- Send PFU to bases regularly (at least twice a month).
- Manage the equipment, communication means and pool of vehicles:
- Supervise allocation and use of equipment;
- Ensure installation, maintenance and repairs of the equipment;
- Update the equipment list of the Capital;
- Supervise the management of the pool of vehicles: maintenance, daily planning, price fluctuations, administration (rental, insurance, and documents);
- Manage the rent of car from Erbil for the bases;
- Develop service contract when possible.
- Manage the premises:
- Manage the rent of premises (office, houses, warehouses);
- Manage the functioning of premises (electricity, water, gas…).
- Renovation and maintenance :
- Supervise the renovation and maintenance of structures needed for the functioning of the base (offices, houses, warehouse).
2. Manage the capital’s means of communication and make sure that the security plan is widely circulated and applied:
- Supervise the communication means (telephones, internet, etc.) and their use;
- Check that TDH’s communication procedures are respected;
- Make sure that the security plan measures are known and respected at capital level;
- Train and brief new staffs and expatriates to respect the security instructions in the capital;
- Report any incident to the Logistics coordinator.
3. Write logistics reports:
- Write and compile logistics report on the capital and transmit it to the Logistics Coordinator: PFU, catalogue, contract follow-up, car follow-up, fuel follow up, equipment list, logistics organization chart (if changes).
4. Supervise the team in the capital:
- Manage the log officer and supply Chain officer;
- Identify needs of recruitment and participate to recruitment interviews;
- Establish work plan for the team;
- Delegate the activities and check that they are properly executed;
- Organize training sessions;
- Carry out appraisal interviews;
- Provide technical support to the team if necessary.
5. Child Safeguarding Policy
- To commit to respect Tdh Risk Management Policies including: Child Safeguarding Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
- To commit to ensure the best implementation possible of the Tdh Risk Management Policies in Iraqi Kurdistan
- To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies
Profile :
Job requirements:
Knowledge :
- Professional diploma or university degree is a Logistics field (supply, IT, mechanic…).
- At least 1 years’ experience in a similar position.
- Advance IT knowledge (hardware and software, Microsoft Office, Internet).
- Previous experience with an NGO is mandatory.
- Previous experience in emergency response is appreciated .
Skills :
- Required qualities: organized, sense of human relations, diplomacy, communication skills.
- Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context.
Languages:
- Fluent in English (written and spoken).
- Knowledge of Arabic is an asset.
- Knowledge of the Iraq/Syrian context would be a distinct advantage
