CCCM Program Manager

Location and working conditions: Shirqat & Tikrit – Iraq

Start date of post: Middle of September 2017
Duration : 6 months

Conditions :

Swiss salaried contract 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Main responsibilities:

The purpose of the CCCM PM position is to ensure the development and quality implementation of the Program portfolio in Shirqat and Tikrit Districts in Salah Ad Din Governorate, Iraq. TDH implements a Program in which vulnerable displaced households in informal settlements are assisted. The PM is responsible for the implementation of programming that ensures coordination, community-based interventions, and monitoring of needs, in collaboration with external stakeholders and TDH departments. The CCCM team undertakes regular service mapping, monitoring and assessments of households and sites together with relevant government and non-governmental actors. The CCCM team facilitates, trains, and mentors site management structures/mechanisms and is responsible for coordinating the joint response of various actors operating within and across sites. The CCCM manages community and reception centres to provide the most vulnerable displaced with protection services, facilitate community engagement, and additional service provision in coordination with TDH departments and external actors.

Function details :

Generic responsibilities:

  • Line management of CCCM team (supervisory-level and monitors);
  • Ensure adherence with TDH policies, tools, handbooks and guidelines as well Government rules and regulations;
  • Contribute to Site Management strategy development, concept notes, project proposals, budgets and provide input on needs and gaps;
  • Manage and implement delegated portfolio of projects (activities, budget, plan of action, and project documentation) as delegated from Coordination in line with proposals, objectives, strategies and donor requirements while ensuring high technical quality;
  • Provide regular progress reports to Coordination and complete donor reports as requested in a timely manner;
  • Ensure that interventions target beneficiaries most in need of protection; explore and asses new and better ways to assist;
  • Promote and share ideas for technical improvement in relation to both the “hard” and “soft”;
  • components of programming;
  • Promote the rights of IDPs/returnees in line with the advocacy strategy; ensure that gender and protection mainstreaming are carried out at the field level by all staff;
  • Collaborate with teams from TDH departments to ensure that project beneficiaries are provided with the full packages of services available through TDH’s programming according to the beneficiaries specific and self-identified needs.

Specific responsibilities

  • In this project the PM will directly line manage, including performance management, two field teams in Shirqat and Tikrit;
  • Manage the recruitment of staff and provide on-the-job training to increase the capacity of project staff and transfer key skills; actively participate in capacity building trainings, workshops and seminars organized by TDH
  • Ensure that activities are carried out in accordance with the allocated budget and proposal narrative;
  • Lead the development of workplans for project activities and ensure that workplans are adhered to throughout implementation; immediately bring to the attention of Coordination any delays or challenges;
  • Set up and maintain a sites information management system and collect demographic data of displaced populations, including sex and age disaggregation, using interagency tools and community mechanisms;
  • Monitor multi-sector needs and service provision and the overall condition of all of the sites including shelter, WASH, Education, environment and cross-cutting services and the application of a participatory approach to identify, analyse and prioritise the needs in order to avoid service duplication and gaps;
  • Develop effective and safe referral mechanisms based on updated service mapping and Standard Operating Procedures;
  • Lead periodic analysis, material development and advocacy to follow up protection concerns, humanitarian access and assistance provided by site to ensure equity-based humanitarian coverage and to avoid overlapping;
  • Lead coordination (lead agency in Shirqat, participating agency in Tikrit and in relevant Baghdad-led meetings) with local and international NGOs/Agencies and other key stakeholders at community and area level;
  • Establish, strengthen and monitor effective, transparent and representative site governance systems and mechanisms, ensuring inclusion of IDP focal points and key male and female leaders;
  • Plan and supervise community meetings and other community mobilization activities, as well as distribution activities when needed;
  • Develop training materials for CCCM team and beneficiaries as required, and manage and supervise the CCCM team in the mobilization, training and equipping of the beneficiary population to be self-autonomous in maintaining their site;
  • Liaise with relevant authorities and facilitate interaction between authorities, beneficiary and host communities to promote social cohesion;
  • Manage assets, financial and human resources, monitoring their effective and efficient use with TDH and donor compliance;
  • Monitor and report on project indicators, results and lead CCCM program reporting, respecting deadlines and guidelines;
  • Support Coordination to write proposals, including activities, budgets and results;
  • In collaboration with colleagues, support the M&E team to implement their activities relevant to the CCCM Program, including the development of M&E plans, tools, Standard Operating Procedures; and ensures proper filing of documents in both hard and soft copies;
  • Promote and facilitate accountability toward beneficiary populations through ensuring the set-up of complaints and feedback mechanisms;
  • Supervise and document information related to follow up carried out by the staff relating to any project beneficiary information requests and complaints, in collaboration with the M&E team. Directly carry out follow up on sensitive cases;
  • Work in close collaboration with Child Protection, Education, WASH and Cash TDH staff to identify and implement integrated programming wherever possible and appropriate.

Child Safeguarding Policy

  • Commit to respect the Child Safeguarding Policy (CSP) and signs the Code of Conduct;
  • Reports serious cases of abuse on children identified by the Child Protection team or any TDH staff to the CSP focal point or Country representative immediately, as outlines by the CSP plan and SOPs.

Security

  • Comply with TDH Security Regulations;
  • Reports any security/safety incident and/or risk to the security focal point, line management and/or Country Representative.

Other

  • Undertakes all other duties that may be determined by the Country representative and that are compatible with the job.

Profile :

Competencies

  • Fluency in written and spoken English, knowledge of Arabic a plus

Context related skills, knowledge and experience:

  • Post-secondary (Bachelor) degree or higher in political science, international relations, humanitarian response or related field
  • At least two years in project management in an emergency setting or development work
  • Strong experience in financial, asset and human resources management, budgeting and administration
  • Strong experience in planning, design, management and implementation of emergency programming, including distributions and assessments
  • Strong communication, interpersonal, analytical and negotiation skills
  • Ability to prioritize needs and carry out multiple tasks simultaneously
  • Experience in coordinating with NGOs, community organizations, community leaders, UN Agencies and government officials
  • Proven skills and experience in (contributing to) concept note, proposal and report writing
  • Advanced computer skills, especially in Word, Excel, Outlook and Powerpoint.
  • Experience in use of the RASP tool and KOBO a plus
  • Experience in humanitarian programming in informal settlements a plus
