Change Management Specialist

Duration : 12 months (not consequentively), 100% for 3 months and part-time for the 9 remaining months
General job description:
Tdh Lebanon would like to recruit a Change Management Specialist (CMS) to support the delegation with its organizational change.
By using a human-centered appreciation for how people navigate through change; the CMS will ensure the teams are prepared, equipped, and supported in the change process they are facing.
The primary responsibility will be to conduct a people-side change management assessment based on which s/he will be creating and implementing change management strategies and plans to maximize employee’s ownership, integration and implementation by the team leading to short, medium and long-term impact.
In parallel, the CMS will act as a coach for senior management in helping them to fulfil the change process, to accompany their teams in integrating change management activities into their project plans. Upon the needs, s/he may also provide direct support and coaching to frontline staff.
While the CMS will not have supervisory responsibility, the position will be required to work through many other colleagues in the organization (delegation, region and global level) to achieve the expected results.
Context:
Lebanon is the country with the highest per capita ratio of refugee worldwide, 1 inhabitant out of 3 being displaced from Syria or Palestine. According the UN agencies, Lebanon hosted 1 011 366 registered Syrian refugees in December 2016 – 1.5 million including the unregistered - along with more than 450 000 Palestinian Refugees. Most of the refugees live in 12 official camps across the country. This situation has impact at all levels, putting a significant strain on the local resources, infrastructures and services, exacerbating already limited capacities and deteriorating the social cohesion. In this context, major child protection concerns such as gender-based violence, child labour, early marriage, school dropouts and negative coping mechanisms are widespread and increasing.
Tdh opened its Lebanese delegation in 1977. After a few years out of the country in the 90’s, Tdh reopened an office in 2006 in South Lebanon to respond to the humanitarian needs generated by the 33-day war. Tdh soon became, and still is today, the main child protection (CP) agency in the South. Tdh interventions over the past years included CP projects for the most marginalized. Currently, two main projects are implemented: the first aimed at Palestinian since 2006 and the second at Syrian refugees since 2012. Tdh core expertise in Lebanon includes Psychosocial Support (PSS) activities, Case Management, Community Based Interventions around CP and Gender-Based Violence (GBV), Research as well as Capacity Building of local government and civil society actors.
The Coordination office of Tdh in Lebanon is located in Beirut and there are two sub-offices in Tyre and Saida in the South. The position will be based in Beirut with frequent travels to the field.
The delegation is composed by 112 national employees and 5 internal staff who are mainly based in the South where the large part of the activities are implemented.
At the beginning of 2017 the global budget is about 4.3 million, thanks to several donors, of which Swiss Solidarity (SwS), Swiss Agency for Development and Cooperation (SDC) and UNICEF.
The delegation has been facing several changes over the last year and an external capacity would be needed to supporting individual employees impacted by this change through their own transitions - from their own current state to a more stable situation.
The change management required would support with the process, tools and principles to support the individual transitions and the evolution of the organization.
Main responsibilities:
Meaning:
- Develop a structured methodology
- Complete a change management assessment
- Create change management strategy (including risk mitigation tactics)
Learning:
- Consult and coach project teams
- Lead change management activities and guide the team to do it later on
Role-Modelling:
- Support communication efforts
- Support and engage senior leaders
Measuring:
- Create actionale deliverables for the five change management levels: communication plan, sponspor roadmap, coaching plan, training plan and resistance management plan
- Support organizational design and definition of roles and responsibilities
- Support the integration of change management activities into projects and delegation’s plan
- Track and report issues to the delegate and HQ
- Define and measure succees indicators and monitor change progress
Key deliverables:
- A change management methodology adapted to the delegation
- A change management needs assessment
- A strategic plan, communication and risk mitigation plan
- Coaching sessions with the team
- Activities with the team to implement the strategic plan
- A lessons learned report to share with the HR HQ department and the zone
- Monthly follow-up skype calls with HR HQ, the delegation, the zone and the geography division, mid-term and final evaluation
